What happened
Luqman is a Secondary 4 student preparing for his O’Levels examinations this year. He lives with his mother in a single-parent household. Both Luqman and his mother hold PR–stateless status, which limits their access to financial assistance and support schemes.
Over the past year, his mother’s health has declined significantly. She was hospitalised due to a suspected stroke and has since been medically certified unfit for employment from December 2024. She continues to experience weak limbs and frequent falls, affecting her ability to move independently.
With her unable to work, the family has lost their only source of income. The family currently receives ComCare assistance, which helps with their basic daily needs. This support has been important in helping them manage essential household expenses during this difficult period.
How he’s trying
Despite these challenges, Luqman continues to attend classes regularly and remains focused on his studies. He has maintained a positive attitude towards learning, even while managing responsibilities at home.
During his mother’s recent hospitalisation, Luqman made it a point to visit her daily after school.
“She taught me how to be respectful and care for others,” Luqman shared. “I’m working hard to give her a better future.”
Looking ahead, Luqman hopes to enlist for National Service in the future, as he believes this may support his citizenship application. Thereafter, he plans to pursue a medical-related course in polytechnic. His interest in healthcare stems from seeing his mother’s health struggles and wanting to help others in similar situations.
Luqman’s current barriers
The family is currently facing outstanding school fees amounting to $3,560.
As a PR–stateless student, Luqman is not eligible for the School-based Financial Assistance Scheme. The arrears must be cleared by November 2026, which is not financially feasible for the family at this time.
Luqman has also applied for citizenship multiple times. However, his most recent application in September 2025 is still pending, leaving the family with limited access to financial support options.
Why now
Luqman is currently preparing for his O’Levels examinations. The stress of outstanding school fees may disrupt his ability to focus on his studies during this critical period. Without support, there is a risk that financial strain may affect his continuation in school just as he approaches his national examinations.
